[Dmozrdf] RDF tracking system temporarily disabled

Hi,

Ciaran here. Sorry for the multiple alerts you will have had - this seems
to be due to issues with DMOZ possibly using multiple servers for the RDF,
which had their RDFs uploaded at different times. As a result, when the
script checks the time of the file, it sees a different time and assumes
it must have updated.

I've temporarily disabled the system until I can work out what's happening
and work out the best way to do this. Sorry this didn't happen earlier; I
was away for most of the day today and couldn't check my email.
