[matrix-announce] Upgrading to Etch

Hi all,

I'm going to be upgrading to Etch now. The web server will be down while
this happens (I'll need to compile a new version with the suexec support),
but everything else should be functional. I will, however, want to reboot
at the end of the upgrade, to make sure everything that should be loaded
actually is. The reboot will probably be in half an hour or so.
